Mass transfer of teachers,

minister defends his move

ITANAGAR, Sept 24: Altogether 567 elementary school teachers have been recently transferred from their respective posting places by the Education department through an order vide no. EED.2/397/2014, dated 11th September 2014, issued by the by Director of Elementary Education.  

Highly placed source in the department informed that transfer order was issued under the dictation of education minister Tapang Taloh despite been discouraged by the officers at directorial level. There was opposition at the directorate level because it has the potential to hamper the Continuous Comprehensive Evaluation (CCE) system in the schools which was introduced by Central Board of Secondary Education in the country’s education system especially from sixth to tenth standards.

 It is said that the mass transfer of elementary teachers in the middle of academic session could badly affect the students’ career since the government schools across the state are preparing for Summative-I examination.

Interestingly, the mass transfer is allegedly a politically motivated move, initiated by Education Minister as most of the transferred teachers are from East Siang District.

However, when contacted Education Minister Tapang Taloh ruled out that it was politically motivated.  

The Minister while defending himself said that transfer was not done under his dictation rather done at the consent and recommendation of the Joint Coordination Committee, (a committee comprised of cabinet ministers and elected representatives formed in the state Legislative Assembly) in which he is the chairman.  

Terming the mass transfer and posting of teachers as revolutionary steps to rationalize the education system in the state, he said that objective was to resume the defunct schools by trimming excessive teachers from particular district and the school.  

Taloh further maintained that mass transfer will not affect CCE, claiming that transfer was made only from those schools which have excessive number of teachers. Earlier, Chief Secretary Ramesh Negi had issued blanket ban order on transfer and posting, vide order No.PERS-66/2014/408, dated 24th July 2014.

Later, the chief secretary had to recall the ban order with a condition that whoever completed three years service tenure at particular posting place would only be admissible for transfer.  

 Meanwhile, Arunachal Pradesh Elementary Teachers Association expressed apprehension that mass transfer would hit hard on the students.

 

 

NERIST students continue protest

ITANAGAR, Sept 24: The students of NERIST under the banner of Students Union of NERIST (SUN) observed ‘Black Day’  in front of NERIST Director’s office today in protest against the non-functioning of the institute.  This  is the 3rd day of the agitation launched by the NERIST students.  Earlier, the students had staged protest rally which was followed by non-cooperation yesterday.  

The BOM chairman and along with the director, while addressing the students clarified on many issues, the SUN said in a release adding that the NEA strike is unreasonably causing harassment and affecting the academic progress of the institute.

 

 

Biryani XI lifts Veterans Cup Football tournament

ITANAGAR, Sept 24: Biryani XI has lifted the Veterans Cup football tournament. In the final match played today at Yazali football stadium, Biryania XI defeated Panyor FC by 1-0.  The jam-packed stadium witnessed a pulsating final with both the team playing an attacking football. Both the team created ample opportunities of scoring but it was Gem Tada of Biryani XI who managed to score the solitary goal of the match.  Panyor FC attackers wasted several chances to score during the course of match and paid heavy price for it as they lost the final despite being clear favourites.  

Toko Kochi of Briyani XI was declared player of the tournament while team-mate Toko Vijay was adjudged best goal keeper. Neelam John of same team emerged as the highest scorer.

Earlier Er Toko Jyoti, Chief Engineer PHE & WS and one of the senior most officers of Yachuli circle while addressing the gathering stated that veteran’s cup football tournament is an innovative idea and will help to popularize football in the area.

“Yazali valley has important place in the history of Nyishi community. Therefore this Veteran Cup is fitting tribute to this valley. I will plead Chief Minister to make this tournament an annual affair,” said Er Jyoti.

He also highlighted about the quota for sportsperson in government job which has been initiated by Chief Minister Nabam Tuki. He gave away prizes to winner, runners up and individual medal winners. Er. Gem Dopum, Executive Engineer, PWD, while speaking on the occasion appreciated the organizer for organizing such kind of tournament and stressed the need to conduct it annually. The winning team were awarded trophy along with cash prize of Rs 1 lac while runner-up received trophy and cash prize of Rs 5, 0000. The tournament was officiated by Pura Talo match commissioner along with rest of the team.

 

 

APCSD slams Gujarat govt on map goof-up, demands unconditional apology

ITANAGAR, Sep 24: The Arunachal Pradesh Congress Seva Dal (APCSD) today came down heavily on the Gujarat government and Government of India for allegedly showing Arunachal Pradesh, Aksai Chin and some parts of Jammu and Kashmir as disputed territories during signing of MoUs with China on September 17.

According to news reports, the map was distributed after the signing of the MoU with the Chinese side.

Addressing the media at Arunachal Press Club here, APCSD chairman Kipa Kaha said the map showed Aksai Chin as part of China while Arunachal Pradesh and Jammu and Kashmir were shown in dotted lines, implying disputed regions.

"This is a very serious matter for the country and people of Arunachal Pradesh in particular and APCSD is very serious about it because the entire episode took place in the presence of Prime Minister Narendra Modi," he said.

Stating that projecting Arunachal Pradesh as disputed territory along with some parts of Jammu & Kashmir was very unfortunate, Kaha asserted that Arunachal Pradesh is an integral part of India. The map showing Arunachal Pradesh as disputed territory has caused irreparable harm to the people of Arunachal and also country’s image and integrity.

APCSD strongly demanded for immediate unconditional apology both from union government and Gujarat government to the people of Arunachal Pradesh and Jammu & Kashmir for allegedly projecting the two states as disputed territories.  

Taking serious note of the absence of Union Minister of State for Home Kiren Rijiju during the MoU signing, the Dal further questioned MoS Rijiju, who represents the state as MP from West Parliamentary, where was he when such important meeting was going on and what did he do to protect his own state.

While criticizing Rijiju for allegedly turning a blind eye to the entire episode, the Dal demanded for his resignation from his post if he doesn’t initiate the central govt to ask for apology and correct the map immediately. It also demanded for immediate cancellation of all the MoUs signed between Govt of Gujarat and Chinese Government.   

While taking dig at the BJP state unit for allegedly keeping silent on the entire episode, APCSD Spokesperson Geli Ete questioned why the BJP is quiet over such serious issue.

Terming the reported incident of a hotel in Ahmadabad wherein all the staff from Northeast was asked to stay away during the Chinese President’s visit as disgraceful, Ete said such discriminatory attitude has to change if we are to remove the sense of alienation among the people of the Northeast and bring the region closer to the mainland.

APCSD has threatened to launch intensive democratic movement in the state as well as national capital New Delhi if the demands are not fulfilled within September 30 next. The democratic movement will include dharna, rally, burning of effigy of Prime Minister and MoS Kiren Rijiju.

 

 

Pasighat to host cabinet meeting

PASIGHAT, Sept 24: A cabinet meeting of the state Govt would take place at Pasighat on September 29. Chief Minister Nabam Tuki would arrive in the centurion town with his cabinet colleagues on Monday to hold the full-fledged cabinet meeting for the first time to spell out its policies on developmental issues, informed the Education Minister Tapang Taloh today in a consultative meeting held in the DC’s conference hall.

After taking stock of present status of the government departments, the education minister asked all the officers to present their grievances and proposals in written forms so that all important issues could be raised during the cabinet meeting.

Expressing his concern about the 132 KV Aalo-Pasighat tower line, the minister while pointing out the Rs 10 crore fund granted by the Govt for construction of the tower line, said that lackadaisical attitude of engineers/officers would not be tolerated any more.

On the proposed AdiSU bandh on Sept 25,Taloh said the present government was very much aware of the issues and quoting Chief Secretary’s official statement published in the local dailies, the minister hoped that a suitable and lasting solution would come up to resolve all contentious issues soon in the forth coming cabinet meeting. The ABK executives should come to the front and guide the said student union to call-off the bandh and divert their energies for welfare and development of the people.

Local MLA Kaling Moyong stated that it would be the prestigious moment for us. He assured to cooperate with the district administration in full strength.

Adi people oppose inclusion of Adi villages in proposed Lower Siang

PASIGAHT, Sept 24: The Gaon Burahs, members of students unions, panchayats, public leaders and general public from various villages of East Siang district in a meeting organized by the Adi Bane Kebang East Siang unit here yesterday decided to oppose any move to include Adi villages in the proposed Lower Siang district.  The meeting was held to generate mass consensus against state government’s failure to meet the demand for excluding Adi territories from proposed Lower Siang.

Many Gaon Burahs having the detail knowledge of Adi-Galo boundary from present Simen Korong since British days recalled the episode of demarcation, saying most of the Galo brethren of those days also agree to that. Many of the speakers voiced their strong resentment over government’s negligence on repeated memorandum, appeals and reminders to exclude the Adi land from Lower Siang by maintaining the Simen Korong as its permanent boundary.

 While endorsing the AdiSU’s 25th September 12 hours East Siang bandh call, the ABK said that, a 24 hours bandh call will be observed in all Adi dominated districts on 27th-28th September following a 36 hours bandh on 8th-9th and 10th October 2014 if government fails to give a clear cut boundary demarcation from Simen Korong for both East Siang and Lower Siang districts.

While  referring to CS's press release, AdiSU informed the mass meeting that, the union will carry forward its declared democratic movement unless and until state government come out clear on the boundary demarcation. Meeting Chairman cum President ABK East Siang Okom Yosung and Fact Finding Committee Chairman on L/Siang District cum Secy. HQ ABK Tabung Ering said that, the traditional boundary be maintained from Simen Korong and also appealed the people of Nari-Koyu circle etc. to re-think and stay back in East Siang while convening a joint meeting of Adi-Galo to settle the differences amicably for peaceful coexistence of both the community. The duo also added that, though a team of Ministers and MLAs are coming to redress the issue, the ABK will carry on its movement until their demand is met with, as several memorandums, appeals and reminders were already made to the state government to which it didn’t give any heed till today.

Meanwhile, the joint meeting of district administration, ABK East Siang, AdiSU, ZPC, PMC etc. headed by DC East Siang at DC's conference hall this evening to discuss about calling off tomorrow's AdiSu 12 hours East Siang bandh. No logical conclusion came out, as AdiSu insisted on its move saying the government should have convinced them earlier. Conveying about Chief Secretary's commitment to redress the issue by amending the District Re-organization (Amendment) Act, 2013 through the Legislative Assembly of Arunachal Pradesh, DC had tried to convince the union.

 

 

ATYO, IAMD demand enquiry into

IB conversion, suspension of ADC

ITANAGAR, Sept 24: All Tagin Youth Organization (ATYO) and The Intellectual Activists Movement of Dumporijo (IAMD) today submitted a one-point memorandum to the Chief Secretary demanding constitution of an enquiry committee into the  recent conversion of IB into MLA office at Dumporijo and immediate suspension of Additional Deputy Commissioner, Dumporijo for his alleged misuse of administrative power.

Claiming that there is no provision under law for such conversion, both ATYO and IAMD in its representation to the CS demanded constitution of an inquiry committee immediately to look into the incident.

They further demanded immediate suspension of ADC alleging that the Dumporijo ADC had given permission for its conversion of IB into MLA office without judging the gravity of the consequence and its legal validity. As a result the protest erupted and protesting youths were mercilessly beaten by paramilitary personnel, the organizations said.

The organizations claimed that the office of the chief secretary has directed the Upper Subansiri district  administration to seal the IB which was earlier converted into the MLA office adding that the DC was also directed to explain and submit the report on the controversial issue. While condemning brutal attack on the protesters, IAMD in a separate release,  requested the local MLA to find another alternate place for  MLA office.

The IB is state property and converting it for particular area is violation of law, ATYO said and threatened to launch another democratic movement in case the authorities fail to fulfill its demands.

Consumer awareness campaign

draws avid participants

CHAYANG TAJO, Sept 24: The maiden Consumer Awareness Campaign-cum-Exhibition at remote Chayang Tajo under East Kameng District drew many avid villagers, grassroots leaders and general public here today.

Appreciating the event at the remote ADC outpost, Political Interpretator Samo Bagang requested the officials of Legal Metrology to teach the innocent villagers and traders about the various provisions of legal metrology atleast once in a year.

Traders led by Taniang Yangfo said they will maintain the standards of goods and sell quality goods to consumers.

KGBV Headmaster Ram Sonar suggested for strict implementation of the packaged commodities rules and called for selling of cold drinks as per MRP only. Higher Secondary school teachers Tage Yangfo and Sadan Prasad advocated for conduct of the event atleast once in six months.

Presiding over the event, Inspector Legal Metrology Tasso Gurro highlighted the aims and objectives of the campaign and explained the various provisions of the Consumer Protection Act besides explaining the quality standardization like the FPO, AGMARK, BIS, ISI, MRP, LPG, Petrol Adulteration and Misleading Adverts.

The campaign was undertaken under the active initiation and direction of East Kameng Deputy Commissioner Sandeep Kumar Singh, IAS and the same will be carried out in other remote areas of the District including Bameng and Pippu.     

 

Special summary revision of photo electoral roll held

ROING, Sept 24: One day training to AEROs, BLOs and DOs of 43-Roing & 42-Dambuk Assembly Constituencies under Roing and Hunli Sub-Division were held in connection with Special Summary Revision of Photo Electoral Roll with respect to 01-01-2015 as qualifying date at Roing today.

ALMT Olom Panggeng, CO cum AERO Koronu imparted the training in presence of Mori Riba, DFO(T) Training Observer, Sangeeta Yirang, EAC cum ERO and Dr Mary Nanom Taloh, CO(Election).

During the training, BLOs were briefed about the filling of various forms and a mock filling of forms were also conducted.

AEROs were briefed about the legal provision on E-Roll Revision, Procedural Matters of E-Roll Revisions, Computerization of E-Roll, Health analysis of E-Roll and regarding Service Electors & Oversees Electors through power point presentation by the Master Trainer, Olom Paggeng.

East Siang to intensify ILP checking

PASIGHAT, Sept 24: East Siang Deputy Commissioner Nidhi Srivastava yesterday urged all officers concerned including magistrates to intensify Inner Line Permit (ILP) checking in all the vulnerable areas  including all entry check gates in and around Pasighat township. She gave this instruction in a consultative meeting on ILP checking attending among others by S Regon (ASP), A Pertin (SDO Judicial), T Mize (DFO Wildlife), K Ete (ACF) and officers of police and civil administration.

“Strict implementation of ILP is the most stringent mechanism to check influx and illegal immigration,” the DC said. She further stressed on the need to educate ‘our own people who do not bother to make ILP for the laborers before entry into the state though many defaulters were deported so far by the administration time to time.’ DIPRO

ITANAGAR, Sept 24: Vivek Vihar Football club beat Yawn Paradise sporting club in the first quarter final match of 20th Vishwakarma Running football tournament by 2-0 at Chimpu yesterday. Francis Sena and Rigio Tapu scored one each goal for VVFC.

In the second match, Sartam Brother FC beat Sekey colony FC by a solidarity goal from Tarh Loram in the last minute.

The 20th Vishwakarma football Running football tournament is being orgainised by Lion Club of Chimpu.

Rain causes damage at Banderdewa

Dear Editor,

I have been informed by the Assam’s Banderdewa Vevosayik Sanstha and traders of market area of Banderdewa, Arunachal Pradesh that due to heavy rain, the Banderdewa Nallah ahead of Police Check Gate at Arunachal side, flood water have caused serious damages to several shops and have not spared the NH-52A road.

On their continuous complaint, I did go for ground reality check and found that the condition of market areas of both Assam and A.P is damaged by the over flow of Banderdewa Nallah water.

Every where one can see the damages done by the flood water and deposited garbage at market place.

The shopkeepers told me that Municipal co-operation have not been doing its duty of clearing the garbage in the last three months.

Meanwhile, I request the Deputy Commissioner, Capital Complex, ltanangar to pay some attention towards the illegal gambling at Mini Mela at Banderdewa market area near NH52A.

Agitation is for systemic change

Dear Editor,

I feel outraged by the sinful act of the APPSC and more importantly, utterly perplexed by the out-of-box solution aired by a few candidates (read-making GS Paper-11 qualifying in nature).

First, I foresee serious anomalies arising out by making GS Paper-II qualifying in nature. The whole idea of level playing field will be killed. The Advocates in favour of it will clearly be at an advantage while awarding marks. What about the candidates from Economics/Science, Geography background who have done exceedingly well in GS Paper-II? Their marks in GS Paper-II will be negated. What about the trade-off, if one has not fared well in GS Paper-I?

More importantly, I still suspect the reliability and validity of already appeared papers. The issue is not about GS Paper-II. Just think of how unsealed papers were brought to the exam hall and no proper verification was done to ascertain candidate's identity. In this context, nothing short of re-examination would do justice to the candidates.

Second, this agitation is for systemic change. Not a single member of the Commission has offered his/her resignation till date. One is perplexed by seeing how shamelessly they are clinging to their coveted post. Indeed, passing the buck has become the norm in any arising controversy. Govt, of Arunachal Pradesh should ask the members to voluntarily tender resignation and Board of Members reconstituted in the intervening period. I think one month is enough to find new members.

Third, we hope, the inquiry committee does not come out with face saving exercise. If so, then we will take the matter to the Court to seek justice. We will set an example for the future generation - how to go about fighting a corrupt, rotten, coercive system.

Let morality prevail

Dear Editor,

I left my job at a private firm last year hoping mains exam would be conducted by the end of the year. But unfortunately the exam dragged on for about a year. Nonetheless exam was conducted but the surfacing of alleged supply of GS-II paper has completely broken my spirit and enthusiasm. The so called talent search commission's running away from responsibility by quoting clerical error only shows their lack of concern for aggrieved aspirants and their solemnity about the issue. They must accept responsibility for the error because the onus to conduct fair and faultless examination is entrusted to the commission. Their inefficiency and recurrence of errors have greatly tainted their reputation.

To bring back the lost glory of the commission and to restore faith of aspirants in them they must re conduct mains examination on moral ground without any prejudices and ambiguity. Hoping a fair treatment from APPSC.

Let there be fair play

Dear Editor,

Going through the Reader’s column of your esteemed Daily, it is being observed that  some of the APPSCCE- 2014 aspirants wants that GS-II paper be made just a qualifying subject and the  marks obtained in the paper not be counted for the total score. I am writing this to inform/ remind that that GS-I paper consist of current affairs and Arts (Humanities) subjects only while GS-II paper consist of both Arts (two-thirds) and Science subjects. Now if marks obtained in GS-II paper will not be counted, the aspirants from Science subjects will be at further disadvantageous position, having already been disadvantaged in GS-I paper. Hence, suggestion to omit/ not include marks scored in GS-II paper is neither valid nor fair.

So, it is a request to the authority concerned that the matter be fairly dealt with  rather than giving an advantage to one over the other. Let there be a level playing ground for all the  aspirants!

Pathetic Condition of college

Dear Editor,

Through the columns of your prestigious daily, l would like to draw the kind attention of concern authority of higher and technical education towards pathetic condition of students pursuing their study in Dera Natung Government College.

First of all the irregularity of classes is troublesome for the students as they have to come all the way from Chimpu, Naharlagun, Gohpur spending hard earned money of their parents.

Secondly, I would express my dissatisfaction at the way History marks were awarded to me in the first year examination of 2013-14. I secured minimum 60%marks in all the three papers and got 13 marks in history.

Now, due to semester pattern of examination, the students who failed in 2013-14 have to do more labour as we have to study all the eight subject of first and second year.

Problem of Gelomo villagers

Dear Editor,

Through your esteemed daily, I, on behalf of Siyum Nacho Limeking Taksing Students’ Union (SINALITASU) would like to highlight the problems of the people of Gelomo village, which is situated in interior area and 350 km away from the Limeking circle of Upper Subansiri district.

There are more than 50 houses in Gelomo village (excluding camps), which was established in 2009. Although the villagers have fertile land to produce enough food grains and vegetables, since its establishment they have been facing lots of problems due to lack of basic facilities like transportation, education, health and electricity.

Most of the time, particularly during summer, the villagers have to rush to ITPB camp seeking medical help even in minor cases. The numbers of children are increasing in the village day by day, but there is no school at this village till now. Some parents send their children to other places like Daporijo but the  children of the  poor parents are spending their days uselessly without learning any modern things and education.

There is no initiative on the part of state Govt to supply ration items in this village. The villagers have to travel many miles to buy food and other daily essential commodities. Of course, sometimes ITBP help them but not more than five kg of rice.

The only hope for the villagers is that they are blessed with fertile land where the vegetables and fruit are produced in abundance.

They produced in huge quantity for self consumption and commercial purposes. Thus, the ITBP of this village have not been facing shortage of commodities or consumable items for last few years even in the monsoon.

A Gaon Bura of this village namely Tai Mra produced thirty five quintal of potato last year which was supplied to ITBP of the village. Therefore, I request the higher authorities to help the villagers to enhance their economy and living standard by providing basic facilities like education, health and transportation and electricity etc.

Living in dark ages

Dear Editor,

Through your esteemed daily, I would like to express my thoughts about condition of our state. During the 70's till mid 80's we could see a rapid growth in developments in every sector.

Road were always maintained, government schools were one of the finest running institutions, there were always a new job advertisement every day, students stipends were always issued on time.

We cannot blame the growth of population in recent years for the rising underdevelopment. Even other states having larger population than us, have done well for themselves.

We have received some of the highest fund over the years among many states but when we see our capital city, towns, roads, government offices, we cannot believe we are living in 21st century. It is in sad state of affairs if we compare it with other states. The people who are responsible for the upkeep of our state do not seem bothered.

In the lust for individual greatness, the same people forget this is the land which gave us everything. Monetary rewards will fade after some generations but the honest work one gives to our land will last forever and for all.

Impact of coal-gate scam

The Supreme Court on Wednesday cancelled 214 coal block allocations, giving the owners six months time to wind up their work. A bench, headed by Chief Justice RM Lodha, saved only four blocks — one belonging to NTPC and SAIL each and two allocated to Sasan ultra mega power projects — from being cancelled. Many believe that this judgment is the outcome of the coal-gate scam which rocked country during UPA regime.

The apex court had on August 25 held that all coal blocks allocation since 1993 by various regimes at the Centre have been made illegally and arbitrarily.

During an earlier hearing in the case, the UPA govt had opposed cancellation of coal blocks allocation saying that around Rs 2 lakh crore had been invested by various companies after blocks were allotted to them. The saved four coal mines' allottes will pay government an additional levy of Rs 295 per tonne of coal extraction. The top court said it has given six months breathing time to functioning plants to arrange for coal from other sources. While its early days but many believe that this judgment may impact power sector as shortage of coal may reduce power producing capacity of thermal plants. Government of India will have to fast-track the process of re-allocating the coal blocks after following proper procedures.
